It's time to publish a word I coined and have been using for years, as the need to identify a particularly pernicious and increasingly ubiquitous type of person is now more urgent than ever.

Poenamate, n.  [poy-nuh-mah-tay]

1. One who enjoys punishments being administered to others.
2. One who employs or advocates employing governmental power to limit the freedom and enjoyment of another.

From the Latin poena, punishment, and amare, to love. Similar to  schadenfreude, but differing  in that poenamate refers to a person who enjoys the administration of punishments, while one who indulges in schadenfreude enjoys apprehending all forms of human suffering, with no specific manner of suffering being implicit in the term.
